A firm believer in the value of post-secondary education, Paul earned a B.A. in Business Administration and a university gold medal in Business Administration from Wilfred Laurier University in 1962. After graduating with an M.B.A. from the University of Western Ontario, Richard Ivey School of Business, in 1963, Paul undertook doctoral work at Wayne State University in Detroit, MI. Paul had an extensive career in business, education, and government that included senior management experience as a university vice-president academic, college dean, academic department head, management and systems consulting firm president, and provincial government executive director. Most recently, Paul was a Full Professor of Administration and Head of the School of Business and Public Administration, Saskatchewan Indian Federated College, University of Regina (now First Nations University of Canada), and a Professor of Administration, University of Regina, Faculty of Graduate Studies and Research. Paul also served on the Board of the Saskatchewan Institute of Applied Science and Technology (SIAST), first as Vice Chair, then as Chair, from 1992-1999. In recognition of his achievements in the development and promotion of Aboriginal education, Paul was awarded the Commemorative Medal for the Centennial of Saskatchewan (2005). Pauls experience with cancer motivated him to become active in advocacy for cancer control. In October, 2005, he attended the first International Cancer Control Congress in Vancouver, BC.
