Obituary of Laurent Antoine Thomas Mougeot

It is with great sadness that we announce the sudden passing of Laurent Mougeot on December 20, 2022, at the age of 67. He was at home, surrounded by family and love. Laurent was predeceased by his father Lionel, mother Gisèle (née Mousseau), and a brother who passed away in early childhood. He will be dearly missed by his loving wife Michelle (née Demmer); children Anne-Marie (Ryan), André (Sara), and Chantal (Rhys); grandsons Sage, Cedar, and newborn baby Leo; sisters Colette and Charlotte; brothers Luc, Rémi, and Charles; brothers- and sisters-in-law, nieces, nephews, and extended family. He particularly loved being a grand-papa, wearing his special grand-papa sweater and enjoying visits with his little grandsons. He was a caring husband and father. Laurent was so proud to see his children grow into adulthood and establish their own career paths and families.

Laurent brought genuine kindness, curiosity, and connection to every aspect of his life. He made friends everywhere he went. He loved to travel and experience new places, cultures, and foods. He spoke several languages and never missed an opportunity to learn a new one. Laurent will be remembered for his charming, fun-loving sense of humour and generosity. Including everyone and making them feel welcome was very important to him. For him, nothing could beat the simple pleasure of helping someone in need or appreciating a special meal with family and friends.

Laurent was born in 1955 in Hull, Québec. He made his way to the prairies in 1976, moving to Saskatoon, Saskatchewan, for a summer job to learn English. Although it was intended to be a temporary visit, he fell in love with the charm and beauty of the prairies and Northern Saskatchewan. He met his future wife, Michelle, at the University of Saskatchewan. For many years, they lived in Prince Albert, Saskatchewan, where their three children were born and raised. Michelle and Laurent celebrated 44 years of marriage this year. They created a welcoming home and shared a passion for cooking and travel. Laurent was an active member of the Fransaskois community and took part in many francophone initiatives across the province.

Laurent’s career covered many aspects of municipal administration and governance. He worked in several different roles with the City of Prince Albert and later moved to Regina, Saskatchewan, to become Chief Executive Officer of the Saskatchewan Urban Municipalities Association (SUMA). His dedication to promoting and strengthening local governments and municipal associations is widely recognized by his peers, and he received several awards for his work. One of the highlights of his career was launching the SUMAssure Insurance Reciprocal, an insurance organization owned by Saskatchewan urban municipalities. Laurent also held several appointments with local, provincial, national, and international committees and organizations. Following his retirement in 2017, he continued his professional endeavors by creating Melius Governance to provide consulting services. His career took him across the globe, contributing his expertise to international projects in the Caribbean, Eastern Europe, Africa, Asia, Central and South America, and the middle East. Laurent was a leader, a mentor, and a friend to many.

In 2011, Laurent fulfilled a lifelong dream of owning a 1972 Citroën DS 21, a car model he admired for its ingenious and innovative design. He took great pride in restoring and maintaining it for many years. On warm summer days, he loved taking long, leisurely drives around the city.

Laurent was diagnosed with multiple myeloma in March 2020. He progressed through several different treatments and faced each challenge with optimism and strength. He and his family are forever grateful for the medical guidance and care led by his oncologists Dr. Zarkovic and Dr. Bosch, and the attentive staff at the Allan Blair Cancer Center in Regina and the Saskatchewan Cancer Agency in Saskatoon.
